Yes, you can manually delete your Teams chats and files before the account is fully deleted, but Microsoft does not provide a way to instantly purge everything from Microsoft servers immediately. (Go to the Chat tab, select the chat, click More options (...), and choose Delete (or "Remove chat history")).
For the Microsoft account itself, the normal account closure process still has a 30-day waiting period. That part cannot usually be bypassed for personal accounts.
Is this a personal Microsoft account or a work/school account?
