A fully managed end-to-end service for digitally signing code, documents, and applications. (formerly Trusted Signing)
Hello PizzaBlu,
Welcome to the Microsoft Q&A and thank you for posting your questions here.
I understand that you are having issues with the Azure Artifact Signing Identity Verification - Change of Address.
The verification failure is caused by one of two validated conditions: either your Azure billing address used by Artifact Signing is not yet fully corrected or approved, or Au10TIX is not accepting the changed-address information shown on the government ID during individual validation. For Public Individual validation, Artifact Signing uses the billing account details from the Azure subscription, and those values are read-only in the validation form. If the source billing details change, the existing validation request cannot be corrected in place and must be recreated. - https://learn.microsoft.com/en-us/azure/artifact-signing/quickstart, https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/change-azure-account-profile, https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/manage-tax-information
Do the following to resolve the issue:
- Confirm that the Azure billing or sold-to address is fully updated and approved in Cost Management + Billing before starting validation again. Some billing address updates require additional Microsoft verification before they are applied.
- Create a brand-new Public Individual identity validation request, because the original request does not refresh editable identity details after it has been created. - https://learn.microsoft.com/en-us/azure/artifact-signing/quickstart
- Use a current utility bill or bank statement that shows the new address and exact legal name if Au10TIX does not accept the address change shown on the government ID. Microsoft’s Artifact Signing guidance allows the address to match a government-issued ID, utility bill, or bank statement. - https://learn.microsoft.com/en-us/azure/artifact-signing/quickstart, https://learn.microsoft.com/en-us/azure/artifact-signing/faq
- Use the same email address throughout the validation flow, including the email entered in the request and the Microsoft account used to open the validation link.
- Escalate only after billing data is correct and the new request still fails via your Azure Portal, because at that point the issue is no longer customer-fixable and requires Azure Support review for Artifact Signing identity validation. Billing and subscription support is included for Azure customers, while technical support follows Azure support-plan entitlement. - https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request, https://azure.microsoft.com/en-us/support/legal/faq/, https://azure.microsoft.com/en-us/support/plans/
After the billing address is correctly updated, a new identity validation request is created, and a matching proof-of-address document is used instead of the rejected changed-address ID, the validation path is aligned with Microsoft’s documented onboarding requirements and becomes the only reliable route to complete Artifact Signing onboarding successfully.
