Trial sign ups could be disabled for your organization. If you're a Global Administrator for your organization, follow these steps to check or enable trial sign up:
CAUTION Global Administrators have almost unlimited access to your organization's settings and most of its data. To help keep your organization secure, we recommend that you limit the number of Global Administrators as much as possible.
Go to Settings > Org settings > Services > User owned apps and services.
Select Let users start trials on behalf of your organizations.
Return to the trial sign-up page, and select Start trial.
Note: You can change this setting back when trial activation is finished.
