Exchange Server uses a delivery model of 1-2 Cumulative Updates (CUs) per year that address issues reported to Microsoft by customers and discovered independently by Microsoft. CUs can also include features and functionality, or introduce the deprecation of legacy features that are being removed from the product. Critical product updates are used to address a Microsoft-released security bulletin or changes in time zone definitions. Critical product updates are released as needed and can typically be applied to the latest CU and the immediately previous CU.
Exchange Server SE
To get the latest version of Exchange SE, download and install Exchange Server SE RTM. Each CU is a full installation of Exchange that includes all updates and changes from previous CUs. When installing a new Exchange server using the latest released CU, you don't need to install Exchange RTM or any previously released CU.

Each CU is a full installation of Exchange that includes all updates and changes from previous CUs. When installing a new Exchange server using the latest released CU, you don't need to install Exchange RTM or any previously released CU.

Exchange Server 2016
To get the latest version of Exchange 2016, download and install Cumulative Update 23 for Exchange Server 2016. Because each CU is a full installation of Exchange that includes updates and changes from all previous CUs, you don't need to install any previous CUs or Exchange 2016 RTM first.
