Pilot programs policies

Note

To ensure consistency worldwide, Microsoft Advertising enforces our policies across our ad network using the English version. We provide translated versions as a courtesy to our clients, though the translations are not meant to change the content or meaning of the official policy language.

These policies apply to pilot programs enabled to test Microsoft Advertising products or features. Advertisers participating in pilot programs must follow the existing Microsoft Advertising policies, as well as the specific policies listed below.

Pilot programs are Microsoft Confidential. Any information that you may acquire, become aware of or otherwise learn as a part of your participation in these pilot programs may not be publicly divulged or communicated to external third parties.

Predictions markets—United States

  • Advertiser must be authorized by the Commodity Futures Trading Commission as a Designated Contract Market (DCM) whose primary business must be the listing of Exchange Listed Event Contracts; or Advertiser must be authorized as a Brokerage by the National Futures Association (NFA) to offer third-party access to products listed by a DCM that meets the criteria specified above.

  • Prediction market ads must comply with all Microsoft Advertising policies, including the Disallowed Content and Restricted Content policies. Prediction market ads may not promote or monetize subject matter that Microsoft Advertising does not otherwise permit advertisers to promote, for example election outcomes, geopolitical conflicts, or natural disasters. In addition, prediction market advertisements must not promote or facilitate predictions about outcomes involving the death, serious harm, loss of liberty, or loss of fundamental rights of an identified or identifiable individual.

  • Eligible advertisers must apply via the Predictions Market Application to be considered.

  • The following states are eligible for this pilot:

    • Alaska
    • California
    • Florida
    • Georgia
    • Kansas
    • Kentucky
    • Missouri
    • Nebraska
    • New Hampshire
    • New Jersey
    • New Mexico
    • Ohio
    • Oklahoma
    • Texas
    • Virginia
    • West Virginia
    • Wyoming

Casinos, sports betting, lotteries, and fantasy sports—Argentina

  • In addition to the below requirements, advertisers must also comply with applicable Gambling Policies.
  • The allowed forms of gambling differ in each Argentinian province.
  • Self-serve advertisers are not eligible for this pilot, accounts must be managed.
  • Casinos, sports betting, lotteries and fantasy sports are allowed in Buenos Aires province and the City of Buenos Aires.
  • Lotteries are allowed in all provinces except the following: Santiago del Estro, Tierra del Fuego, Antártida e Islas del Atlantico Sur, and Tucumán.
  • Daily fantasy sports are allowed in the following provinces Córdoba, Corrientes, and Entre Ríos.
  • Eligible advertisers must apply via our Gambling Policies and Contests Participation Form.

Online casinos—United States

  • In addition to the below requirements, advertisers must also comply with applicable Gambling Policies.

  • Self-serve advertisers are not eligible for this pilot, account must be managed.

  • Advertisers must provide proof of license/eligibility for each state that they will be targeting and are responsible for ensuring proper targeting is applied to campaigns.

  • At this time, the pilot is open in the following states only:

    • Connecticut
    • Delaware
    • Michigan
    • New Jersey
    • Pennsylvania
    • Rhode Island
  • Eligible advertisers must apply via our Gambling Policies and Contests Participation Form.

Sports betting—United States

  • In addition to the below requirements, advertisers must also comply with applicable Gambling Policies.

  • Self-serve advertisers are not eligible for this pilot, account must be managed.

  • Advertisers must provid e proof of license/eligibility for each state that they will be targeting and are responsible for ensuring proper targeting is applied to campaigns.

  • At this time, the pilot is open in the following states only:

    • Arizona
    • Arkansas
    • Colorado
    • Connecticut
    • Delaware
    • Florida
    • Illinois
    • Indiana
    • Iowa
    • Kansas
    • Kentucky
    • Louisiana
    • Maryland
    • Massachusetts

  • Sites must not accept or procure bets from residents of states where online gambling is disallowed, such as Washington or Texas.

  • Eligible advertisers must apply via our Gambling Policies and Contests Participation Form.

Cryptocurrency wallet

Cryptocurrency wallet advertisers that meet specific criteria may be allowed in Search with pre-approval in the markets listed in the country's restrictions below as a pilot.

Advertisers need to submit a Cryptocurrency Wallet Enablement Form to be considered.

Program requirements:

  • Advertisers must comply with all regulations and licensing requirements for the specific locations where their ads will be served. This includes, but is not limited to, any required disclaimers, risk warnings, or labeling requirements.
  • If there are regulations or licensing requirements that an advertiser does not meet for a location such as a specific state, the advertiser must exclude that location from their targeting.
  • Advertisers must be the first party brand owner. Affiliate advertisers are not allowed.
  • If promotions are mentioned in the ad, the advertiser must disclose any terms and conditions related to the offer on the landing page.
  • In markets where the products being offered or traded are deemed a security, advertisers must comply with all regulatory and disclaimer requirements related to securities.
  • Advertisers must clearly disclose the risks of investing in virtual currencies in either the ad or the landing page and must not represent such investments as safe or risk- free.
  • Advertisers must use a unique Manager Account (CID) for cryptocurrency-related ads.
  • If disallowed content or content mixed with non-cryptocurrency content is loaded to the account, permission to serve cryptocurrency related ads may be revoked.

If a country is not listed in that policy's market restriction dropdown, then wallets are not allowed.

Country/region: India Japan Cryptocurrency wallets can be permitted if advertisers meet the criteria below: Advertisers offering custodial wallet services must be registered with the Financial Intelligence Unit - India (FIU-IND). The Advertising Standards Council of India (ASCI) requires the following disclaimer: "Crypto products and NFTs are unregulated and can be highly risky. There may be no regulatory recourse for any loss from such transactions.” Cryptocurrency wallets can be permitted if advertisers meet the criteria below: Advertisers offering custodial wallet services must be registered with the Financial Services Agency or the Local Financial Bureau as a crypto asset exchange service provider (CAESP) in Japan. Ads must display a disclaimer on the landing page. This disclaimer must include the following information: The trade name of the CAESP Declare the CAESP registration status and its registration number Declare the membership status with JVCEA A clear statement that crypto assets are not equivalent to fiat currency Disclosure of any potential risks associated with the value fluctuations of crypto assets, along with the underlying reasons Crypto assets can only be used for payment with the recipient's consent

Contract for difference CFD

Contact for difference (CFD) advertisers that meet specific criteria may be allowed in Search with pre-approval in the markets listed in the country restrictions below. To apply for pre-approval, advertisers must comply with the requirements below as well as market-specific criteria provided for the markets they plan to target. Please complete and submit the To Be Considered.

  • Advertisers must comply with all regulations and licensing requirements for the specific locations where their ads will be serving. This includes, but is not limited to any required disclaimers, risk warnings, or labelling requirements.
  • If there are regulations or licensing requirements that an advertiser does not meet for a location such as a specific state, the advertiser must exclude that location from their targeting.
  • In markets where the products being offered or traded are deemed a security, advertisers must comply with all regulatory and disclaimer requirements related to securities.
  • Advertisers also must clearly disclose the risks of investing in virtual currencies in either the ad or the landing page, and must not represent such investments as safe or risk- free.
  • Advertiser must be first party/brand owner. Affiliate advertisers are not allowed.
  • If promotions are mentioned in the ad, the advertiser must disclose any terms and conditions related to the offer on the landing page.
  • A unique Manager Account (CID) is required for approved Contract for difference CFD
  • If disallowed content or mixed content is loaded to the account, permission to serve Contract for difference CFD related ads may be removed.
  • If reputation or policy concerns are raised, permission to serve Contract for difference CFD related ads may be removed.

If a country is not listed in that policy's market restriction dropdown, then CFDs are not allowed.

Country/region: Germany United Kingdom Advertisers must be licensed by the German Federal Financial Supervisory Authority (BaFin). (FIU-IND). No bonuses or similar inducements. (e.g., sign-up offers, “refer-a-friend”) are allowed in CFD ads. Advertisers must be licensed by the Financial Conduct Authority (FCA).
