Microsoft Picture Manager for Windows 8.1

Hello, I have 2 questions.

1st Question:

I have a Toshiba I purchased with Windows 7 about 4 years ago.  It has Microsoft Picture Manager and I really enjoyed that software because I got used to it.  When I purchased my HP Pavilion it had WIndows 8, soon upgraded to Windows 8.1, but no Microsoft Office.  I purchased a downloadable Microsoft Office 2013 and the following came with it:

Access 2013

Excel 2013

OneNote2013

Outlook 2013

PowerPoint 2013

Publisher 2013

Word 2013

Microsoft Tools

If I want Picture Manager for Windows 8.1 do I need to purchase it separately?

I can say, I do not like most of the picture editing programs on Windows 8.1.  I don't like how it redirects me from desktop to the "App Screen" to look at pictures because it becomes a hassle to go back and forth between App and Desktop.  

2nd Question:

Is there something I am missing?  Is there a Picture Editing program in Windows 8.1 that is good at editing pictures.  I can only use "Photo Gallery" and it is not good at editing.  

Any help I would definitely appreciate.

    Thanks for posting in Microsoft Community. I shall help you with the query regarding Office Picture Manager not been added in the Office 2013.

    Office Picture Manager Tool is removed from Office 2013 programs. There is no Office tool that will explicitly replace Picture Manager but there are picture editing tools within the core apps (Word, PowerPoint and Excel) that can accomplish most of the editing functionality which exist in Office Picture Manager.

    You can also use Windows Live Photo Gallery to accomplish all tasks since it has a super set of the Picture Manager features.

    But Windows Live Photo Gallery does not give one the option to edit a photo, then 'save-as' another file name and keep both the original and the edited copy.  Windows Live Photo Gallery has no 'save-as' function at all.  Have no idea what Microsoft was thinking.  Picture Manager was the best tool in Office 2010 - so they got rid of it.  Then they replaced it with the inferior Windows Live Photo Gallery. 

    If that weren't bad enough, have you seen the Photo apps that came with Windows 8 & Windows 10?  They are even worse yet!!  Microsoft keeps going backward when it comes to photo programs.  They have to go back to 2010 to improve from where they are now.

    I agree Picture manager beats all other picture programs especially with the editing and

    compressing feature.

    But, Photo gallery doesn't have the option to compress picture as we use to have it on Picture manager.
