Page numbers not updating from page to page

I have a document with 65 pages. I inserted a page number field in the header using the F9 key, { PAGE }, but the number is the same on all pages. Shouldn't it be changing automatically on each page?

    Make sure that page numbers are set to "Continue from previous section" in the Page Number Format dialog box, for each section.

    To access the dialog box: On the Insert tab, click Page Number, and then click Format Page Numbers.

    Alt+Shift+P inserts a PAGE field.

    You need to use Ctrl+F9 to insert braces. The F9 key, by itself, updates a field if a field is selected.

    I got that part. The problem is this. I have a Section in my document, Section 2, that I am trying to add Page {PAGE} of {NUMPAGES}. The section is 63 pages. The {NUMPAGES} works. The {PAGE} part will show the same page on all 63 pages. If I insert it on Page 2, than all the pages show Page 2. Any ideas?

    Can you post or send me an excerpt from your document including the problem Section 2. You can delete the content but leave the section break(s) and headers and footers.
