Did you get an answer to this? Seem this additional "User Controlled" option has been sneaked in without any notification and like you I cannot find where it is surfaced?
Teams busy on busy when in a call
When they receive a call while on a call they would like the call to go to VM. They do not want it ringing.
In Teams Admin center>calling policies, if it is set to "Unanswered" it is supposed to follow the unanswered settings for calls for the user. "Unanswered" set to VM in the Teams client it should go to VM. What do Not enabled or Enabled suppose to do?

What do Not enabled or Enabled suppose to do?
- Not enabled, which is the default setting, means no busy option is enabled and new incoming calls can still go to the user when he/she is already in a call.
- Enabled means new or incoming calls will be rejected with a busy signal:

If you chose the option "enable", the caller wouldn't be able to join and he will be notify that you are already busy in a call, ok. And you don't know that someone else was trying to reach you.
But how can you be notify (in live) that you are receving a second call during your current call, without chosing the option "disable" which will make ring the second call during you conversation and will disturb you because you can not hear anymore your conversation due to the ringtone of the new incoming call ? And specially when you receive a second call coming from a Call Queue which you are member, and you are already in a personal call.
Any idea ?
