Freeze Panes in Excel 2013

Is there a method for Freezing multiple Rows at the top of an Excel spreadsheet, e.g. Rows 1, 2 and 3? I'm sure this was possible in Excel 2010.  The only options in Excel 2013 under the Freeze Pane Tab are 'Freeze Top Row' or 'Freeze Columns'.

It's just that I want Title and Column Headings to remain visible when scrolling down the spreadsheet.

    Freeze panes freezes all rows above and  columns to the left of the active cell when it is applied.  This has not changed.   The first menu choice to just Freeze Panes   should follow this behavior.

    If you just want to freeze rows 1, 2 and 3, then either select row 4 or select cell A4 than apply the first menu choice.
