How do I make a picture Cover the whole page in Word 2013?

I was making a Book an wanted to add a picture to cover the whole page and it would not work. When I tried to scale the picture on the left side it moved the right. Also when I tried to pull the top it move the bottom. Help Please. Thanks in Advance

    In re: to inserting a picture on the entire page, I have had good results with the following method: Draw a Textbox to fit the entire page. Change all margins to “0.” Select Textbox, right click and choose “Format Shape” from the menu. At “Format Shape” window under “Fill” choose “Picture or texture fill.” Choose “Insert from:” -> “File” and insert picture. The picture will leave a small area of equal white space around picture. You can then select Textbox and remove the borders.

    You would need to set the text wrapping for the picture so that it is either in-front of or behind the text.

    Note, if you will be printing the book, most printers cannot print "full bleed" which would be required to be able to print right to the edges of the paper.
