MODI has long been discontinued; the last version of Office that contained it was Office 2007. It's still possible to install it if you have it, and you can find instructions at https://support.microsoft.com/en-us/kb/982760. Although the instructions talk about using MODI with Office 2010, I've confirmed that it also works with Office 2013/Office 365 on Windows 7. I haven't yet tested on Windows 10, but it should work.

If you've installed OneNote as part of Office 365, it includes OCR capability. Scan a document into OneNote as a graphic. Then right-click the graphic and choose "Copy text from picture". The text is placed on the clipboard, and you can then paste it into Word.

I am sorry, but OCR in OneNote is very poor. MODI had the ability to transform the image in text, preserving most of the format into a brand new MS Word document.

Definitively OneNote does not replace MODI.
