Minimum permissions needed to license users

Can anyone tell me the minimum permissions needed to license a DirSynced account in Office 365?  Thanks.

    Hi Jough,

    I'd like to explain that assigning licenses to a user is not related to DirSync since the step is the last one to deploy Office 365 Directory Synchronization. You can select the licenses that you want to assign to the user. For assigning licenses to users, you need to be the global admin or User management admin in the organization.
