powerpoint 2016 won't open in windows 10

A quick question before we proceed.

Do you get any error message when you try to open PowerPoint application? If yes, what is the complete error message?

You may open PowerPoint in compatibility mode then disable Hardware Acceleration and check how it works.

Let’s refer to the following steps to disable Hardware Acceleration in PowerPoint and check how it works.

1. Click the File tab.
2. Click on Options. And Click on Advanced tab.
3. Under Display, select the Disable hardware graphics accelerationcheck box.
4. Click Ok and verify the results.

Meanwhile, you may also update your Display and Graphic Card drivers and check if it helps.

One question I have on your OS upgrade.  Do you have any Office installed your Win7 machine before the upgrade?  Was it an Office2013 or Office 2016?  Do you happen to know the version of that Office? 

The reason I requested the DxDiag is to get more details of your environment.  The DxDiag provides the OS version and your video card info that could be useful for the investigation. It'd be great if you can share DxDiag log with us.

To unblock yourself on this Win10 machine, have you tried to Repair the installation through control panel?

Thank you for reporting the issue. 

A few more questions:

1.  Could you let us know where is the "network installation" when you did "installed via network installation of the executable"?  Is it a corp/org network location or from a public internet location? 
2. Do you happen to know what version of Office 2016 that you tried to install?  If you installed the same Office on the Win8.1 and Win7, you can get the office version information by doing the following in PPT:  File -> Account, and click on the About PowerPoint button.  You will see the version number near the top of the dialog.
3. Can you launch Word and Excel okay on the same Win10 machine?
4. If possible, could you share out your machine information by open Run and type in DxDiag?  and save the log file to a shared location.

no just office 2016

No error message.  I can see dead instances of PPT in task manager every time I click it, but nothing ever opens.

Display and graphic card drivers are up to date.

I tried disabling hardware graphics acceleration, no noticable difference.
