Office Professional Plus 2007 came already installed on the HP mini when I bought it. I had to format and reinstall everything. When I try to download Office and enter the key it says its not eligile to download. Why can't I download it if I had it already?

There are no official publically available downloads of Office 2007 Pro Plus, or Office 2010 Pro Plus
These versions are volume licence versions only available to qualifying peoples.
If a full version of Office was supplied with a PC, there should also have been supplied the means of reinstalling it and the Office Key.
Its extremely unlikely that any Pro Plus version was supplied preinstalled by the PC maker.
