I have a workbook with a significant number of tabs, I would like to organize them vertically on the left side of the worksheets. How can I do this in Excel 365?

You can right click on the small arrows to the left of the tabs. See:

It’s not feasible to directly move the Sheet tabs to the left permanently.
As Jim mentioned, you can try to use some workarounds. For your reference:
