550 5.7.606 Access denied, banned sending IP

Hello,

I am receiving the following error when sending email to domains hosted at microsoft :

"Hi. This is the qmail-send program at dnsXXXXX.es.

I'm afraid I wasn't able to deliver your message to the following addresses.

This is a permanent error; I've given up. Sorry it didn't work out.

<xxx@xxx>:

PII removed by moderator does not like recipient.

Remote host said: 550 5.7.606 Access denied, banned sending IP [PII removed by moderator]. To request removal from this list please visit https://sender.office.com/ and follow the directions. For more information please go to  http://go.microsoft.com/fwlink/?LinkID=526655(AS16012609)"

This IP is just been assigned to my new server so previous owner had it blocked.  The problem here is that I follow the suggestions at https://sender.office.com and delist the IP however that process does not work, even though it says that it has delisted it and it will be removed in 30 minutes.  

So the problem here is that even though I delist the IP successfully, the system does not work at all.

Please advise why the delist process is not working.

At our last try, finally the contact received the email, so I guess (and hope) our IP is not in the black list anymore.

It was only for one user but as we changed the DNS last night we can't know if it could do the same with other Office 365 user (as we don't know if the contact is an Office 365 user, we just have an email address usually with the domain name of the company).

We never received a confirmation of our delist process was successful (just in the website to do it, it was written that it could be take 30 minutes).

    Hi Emma,

    I understand you are having trouble sending emails to Office 365 users and you’ve tried to delist your IP but the issue persists. From my experience, the delist process may take some time to take effect. At this point, I’d like to confirm the following details to look into the issue:

    1. Are you having trouble sending emails to any Office 365 users or some specific Office 365 tenants?
    2. Could you confirm with the affected Office 365 admin if they mistakenly blocked your email from their side?
