If a Litigation Hold or an In-Place Hold is placed on the mailbox before the corresponding Office 365 user account is deleted, the mailbox becomes an inactive mailbox. You can specify this mailbox to search when create an eDiscovery search. For more information, please refer to:

If the mailbox is not in a litigation hold or eDiscovery hold and has been delete for less than 30 days. You can restore the mailboxthen perform an eDiscovery search.
If the mailbox is not in a litigation hold or eDiscovery hold and has been delete for more than 30 days, the user account and mailbox are permanently deleted. We cannot perform an eDiscovery search on this mailbox.
