This issue was posted to the Service Health Dashboard (SHD) as incident SP76489 starting at Aug 31 2016 8:44 PM (UTC). The user experience of this incident is: Users were unable to create or execute SharePoint Online 2013 workflows. Additionally, some SharePoint Online applications may not have been selectable for installation by users. Tenant administrators can view current information and updates on SHD at the link here.
Service Health Dashboard has indicated that it has been resolved as of: Thursday, Sep 8, 2016, at 10:51 PM UTC.
