Do I have to purchase Azure Information Protection plan for all users in our domain?

My company is wanting to set up Office 365 encrypted messaging. In order to do so I know I need to purchase Azure Information Protection Plan1 and then activate Azure Rights management and set up rules, etc... 

Do I have to purchase Azure information protection plan licences for all users in our domain, or can I only purchase it for a few users that really need to use the encryption service?
