Offline Help Files for Access 2013

Not everyone has access to the internet on their job site. Need offline help. Why doesn't Microsoft provide the offline help files for Office 2013 and 2016? If they do where are they? this is so frustrating!!!

    Oh, have we asked!  It was even part of a UserVoice suggestion that MS marked as completed (but they didn't remotely do as requested)!

    Sadly, MS will never give us back local help files.  I can't explain their logic.  So much for people without internet access, or low bandwidth, ...  MS doesn't seem to give a crap about them!  Sorry for being blunt, but this is where we are at today.

    What are you choices?  What many people do is actually keep the help files from a previous version and simply consult those since at its core, nothing has changed in years.
