update download failure 0x80d02002

Hi,
Some clients are getting the following when trying to download a particular update:
Failed to download update (36a88670-4bf0-4df1-8be8-febbac1d76e1) content. Error = 0x80d02002. Releasing content request.
This update is a Defender definition update generated by an ADR on Config Manager (2203)

There is nothing wrong with the ADR as hundreds of machines are successfully downloading this update.
All clients that can and cannot download this update are running Windows 10 21H2.
I cannot find any reason that would suggest why some can and some cannot. It is not site based or location based. We only have one CM site.
It is NOT the deployment either as we have ADRs for other products that are deployed to the same collection. Clients that cannot download the above update can download other updates successfully.

    Error = 0x80d02002 may have to do with corrupted Windows Update components, or incompatible software or drivers in your system. From the error, we cannot determine the exactly causing of the problem, please use these general troubleshooting steps first.

    Method 1: Reset Windows Update components
    Method 2: Check if the region is correct
    Method 3: Perform an in-place upgrade

    I opened a Microsoft support case. They advised to change the client setting 'Allow clients to download delta content when the option is available' to No. We had it set to 'Yes'.
    It seems to have fixed the problem. I also noted that on Reddit there was some chatter about this setting and version 2203 of MEMCM which is the version we have.

    First, we have hundreds of machines reporting this error and cannot apply a manual fix to all of them.
    Second, the Windows update components cannot be corrupted as these machine successfully download other updates. Its just the Definition updates they fail on.
    Third, the definition update on the server also cannot be corrupted because hundreds of other machines can download it successfully.
