PowerPoint 2016 - Missing VCRUNTIME140.dll

Ever since I upgraded to Office 2016, PowerPoint has come up with the following error dialogue: 

POWERPNT.EXE - System Error

The program can't start because VCRUNTIME140.dll is missing from your computer.  Try reinstalling the program to fix this problem.

As you can see, the dll is present in my System32 folder, albeit not named in caps. I've already tried repairing Office, uninstalling and reinstalling Office, repairing Visual C++ 2015 Redistributable x64 and x86, and uninstalling and reinstalling Visual C++ 2015 Redistributable x64 and x86.  None of these have fixed the problem.  Other Office products work fine and do not exhibit similar behavior.  Any recommendations as to how to fix this?

    This was ultimately the fault of Protected View.  Disabling Protected View allowed the files to be opened.

    To disable Protected View:

    File > Options > Trust Center > Protected View > uncheck all 3 boxes

    This is, honestly, a terrible idea.  Protected View exists for a good reason.  However, disabling it fixes the problem, so it has to be done, at least until Microsoft deploys a patch.
