There is no way to control the scroll from within Word. What you can do is change the settings for your scroll wheel (in Mouse Properties).

I am trying to get the window for Microsoft Word 2010 to show a single line of text at one time. I'm able to do this by resizing the window to show a single line and pressing the down arrow one tap at a time. However, when I reach the bottom of a paragraph, the scroll skips past the bottom line. The scrolling doesn't always center the line of text vertically either. My document is set to add a line of blank space automatically between paragraphs, if that helps.

While I appreciate your reply, this answer does not add anything to my original query.
There are a few options that control how much the wheel should scroll at a time. You could try changing them and see if that improves things.
