I would advise against creating a fillable form in Word for use by people who don't have Word. A better plan is to create a form as a PDF file, because almost everyone has a PDF reader or can download one.

There are many free or paid programs, both installable in Windows or used online, to create fillable forms in PDF format. Read https://pdf.iskysoft.com/pdf-form/free-pdf-form-creator.html or use a search engine to look for "create pdf forms freeware" and read some reviews.

    Hi,

There are ways to create a form that can be filled out using Office applications. Regarding your concern, do you want to create the form using Word and send it via email using Outlook? Also, is this your first time to create a form using an Office application?

Thank you for this information and the links and information.  This is a good option for other projects I have in mind.  But for this particular project it is not helpful.  The users need to be able to fill out the form print and sign it or sign it online.  I think I need to create an app to allow them to sign online but for now they need to be able to print and sign.

Thank you for the information.  We agree that forms should be used across platforms. We made that possible for you by using Microsoft Forms. Microsoft Forms allows you to create quizzes, surveys and polls and get the results easily. This doesn't require a Microsoft Word app to load the form since it will be displayed online. To get started, you may refer to this link which will guide you on how to create Microsoft Forms.

You can also adjust the Microsoft Form settings so that you can set who can fill out your form. To know more about it, feel free to check this link.

Let us know if that works for you.

I have created many apps using fillable forms starting with Office 97 until now Office 365.  But we are sending these forms using the icloud mail app and many of the people receiving these forms do not have any type of Microsoft Office products.  So it is imperative that the form can be used across platforms.
