How do I create a transparent circle within a solid rectangle that i can use to highlight underlying content?

Essentially I am looking to have a base layer with a rectangle blocking it except for the area in the circle.

    Create the rectangle and then the circle on top of it. Then select both objects.

    Go to the Drawing Tool Format tab then click Merge Shapes and select Subtract.

    Hi Lewis,

    Based on your description, my understanding is that you want to insert a solid rectangle, then insert a transparent circle to the rectangle on PowerPoint.

    If so, I suggest you try the following steps:

    1. Open PowerPoint.
    2. Click Insert>select Shapes>select cube.
    3. Then select an Oval to insert to the cube.
    4. Change the color of oval to white as below:
