I can freeze the top row or the left column, but, not both at the same time.  You basically have to toggle back and forth.  Is there a way to freeze both at the same time?

yes, click the cell where you want both top and side to freeze, example: click cell b3, then click freeze panes, then it will freeze the top and side panes

You can't.  Should be able to but can't, and apparently the creator has no intention of sorting it out.  The best you can do is duplicate the headings every 30 lines or so, depending on screen size.

So in cell A30 type the simple formula           =A1                and then drag it across to fill in the rest of the headings.  You will have to repeat this every 30 lines or so.

It's a bodge, but probably more help than you're about to get from MS.

Sadly you cannot freeze panes directly in Excel Online, however if you freeze the pane in Excel 2013 or Excel 2016 then that feature will sync up to Excel Online and you can still edit the spreadsheet, you can't remove or edit that feature though. I tested this with Excel 2013 and the spreadsheet displays the frozen pane in Excel Online, I just can't modify which columns are frozen until I open it in Excel 2013 again.
