I uploaded my .numbers file to my Google Drive and ran it through Cloud Convert, recreating it as a .xls file. It worked perfectly.

Using Google Drive is not necessary for the conversion. Visit cloudconvert.com, upload your file, convert. Supports "numbers". Worked for me.

Sounds like you have a spreadsheet file from Apple's Numbers program:

    http://filext.com/file-extension/NUMBERS

As far as I know, no Windows apps can open these, but the author of the file can probably save it in a format that you can open in Excel.

If you save and then rename the file extension to .zip, you can Extract the files.  However, you will only get "preview" pictures of the content and not an actual sheet.
