There is nothing under the Data tab, except for the greyed-out Show and Hide Detail buttons.

Unfortunately, data validation is not available for Excel Mobile for Android.
It may be added later, though.

We currently dont support editing Data Validation on Excel for Android. Please request this feature in our UserVoice site[Link] which we use as a reference for implementing new features.
