What happened to touch scrolling, particularly in Word?

Touch scrolling in Word is completely broken.  Until recently, I could have a document up and be able to touch a place on the screen and easily scroll up and down (in edit mode) and left and right (in reading mode).  Now NONE of that works.  I rely HEAVILY on this while playing music (I use Word for my music charts).  You need to FIX this.

    I had this issue, also on latest insider build. Last build (17083) solved it for me !

    Touch mode, of course.  That's the first thing I checked.  I'm on the latest Insider build.  So, at this point, I'm considering dropping back.

    A quick question before we proceed.

    Are you in Touch mode/ Mouse mode in draft view on word?

    If you are in Mouse mode, I suggest you to switch to Touch Mode and check if the issue re-occurs.

    1. Open Word file.
    2. Select Customize quick access tool bar at the top of the left corner above the ribbon in the file.
    3. Click on Touch\ Mouse mode.
    4. You can see Touch\ Mouse mode besides Customize quick access tool bar.
    5. Select Touch mode and check if the issue re-occurs.
