If I am in a spreadsheet with a table and I click on Design, I see a ribbon with options.
And, then if I am in a Pivot Table and I click on Design, I get a different set of options.
I have stumbled into a Design ribbon with:
Header & Footer
Header & Footer Elements
Navigation
Options
But, I don't how to get to it every time.

Header and Footers is under the Page Layout tab of the ribbon under the group Page Setup. Click the small arrow on the bottom right of that group and then you'll see the Header and Footer tab on the form that pops up.

For item #1 --> Insert Ribbon --> Text (2nd to last option on ribbon - right side) --> select Header & Footer
IIn #1, where should I be to find the Text group?

Correction: But, I don't know how to get to that ribbon every time.
Two ways to go about it
#1 - In the Text group, click Header & Footer
#2 - Switch to Page Layout view, and click on Add Header near the top of the page/sheet at which point, activate the Design tab of the ribbon, under Header & Footer Tools.
