The Compatibility Pack usually refers to a patch (for Office 2003) that lets you open the most recent file formats (*.docx etc.). Note that you don't need the Compatibility Pack for Office 2007 or later, because these versions are able to create and edit *.docx files natively.

In addition to Word 2007 saving in *.docx format and opening files in that format, as Stefan mentions, it can also save in Word 97-2003 (*.doc) format and open files that are in that format.  Therefore, it has both bases covered.
