When I click INSERT there is no option to select ICONS. How do I insert svg icons into PowerPoint 2013 from a file on my computer?

PowerPoint 2013 does not support SVG. Open the SVG in a vector application and then save that file out as EMF and then you can insert that into PowerPoint.
