When using the pen on a surface to draw on a word document, the drawing 'walks' down the page

I use a Surface Pro 4. 

Today I visited a client site and pulled up our proposal in Word. During the meeting the client had several questions, so with the document in print layout, and with the draw tab selected in the ribbon, I began to draw circles around things I needed to review, and write small notes. 

However, whenever I started to write, or indeed every time I went to draw something, the existing drawing would 'walk' a few pixels down the screen with every pen press. 

I can't really figure out how else to explain it. 

Our proposal had many lines outlaying costs and other issues. Lets say I took the red pen from the 'Draw' tab, and drew a line from the bottom of one section, to the top of another. Then Between those lines I wanted to write "review". 

The first line from bottom to top, worked fine, but when I tried to write 'review', first releasing the pen after typing the letter 'r' would cause the first line to jump down a few pixels. And this repeated with each letter. 

I tried it much further down the document as well to make sure I wasn't overwriting something and confirmed it worked there as well. 

It's the strangest thing. It's almost like the drawing layer doesn't "lock" in place. 

Office is fully updated, as is the surface, but I tried this on a few other documents including a blank one and it did the same thing. 

Any ideas here?

    Can you use the Send a Frown with a description of what you have provided here? I reached out to the Ink team on this (I'm actually in the same room with them right now), and they believe it's a bug. When you use Send a Frown/Smile, they're able to obtain more information about the installation and settings, which will help them troubleshoot the issue. They said to please include the key words "Ink Shifting" as a main description to get it routed to them. And please include your email address when you send it. It's possible they will have follow-up questions and that will help them contact you. They really DO read the Send a Smile/Frown. :-)

    1. Is the problem still happening for you?
    2. When you mean you "typed the letter r" do you mean you used the soft keyboard with your pen or handwriting input panel, or that you drew it?

    Hi Joshua, 

    Thanks for your response. 

    I can confirm the issue persists even in safe mode, and there are no plugins installed. 

    A screenshot below has the MSOffice version installed

    The Windows Version is Windows 10 Version 1709 build 16299.251

    This only seems to happen in office.

     Please start Word in safe mode and check if the issue still exists. This may help us determine if the issue is related to add-ins.

    If the issue persists, to help us clarify your scenario, please provide some more information:

    1. What’s your Office version? Please check in File > Account and show up a screenshot of this page.
    2. What’s your OS version?
    3. Could you please record a video on how you reproduce the issue by mobile phone and share the video with us via private message?
    4. Does the issue occur to other apps like OneNote or other non-Office apps?
