    Yes, you should be able to expand all tasks at View > Data group > Outline > All Subtasks. However, this will only allow you to expand all, as far as I know, there is no way to collapse all subtasks unless you do a non-contiguous selection of all level 2 tasks and then do a Hide Subtasks.
