    Surface devices running Windows 10 Enterprise LTSC edition will not receive new features.

    There is no option on the retail site for Windows 10 IoT LTSC 2019. Doesn't mean you couldn't install it yourself or contact Microsoft OEM sales directly to see if this is an option.
