How do I set Win environment (excel) to display negative numbers with minus sign and parentheses?
Under Control panel only option is to change minus with brackets.
I want my number cells in excel to result instead of this GM = -1 - - 2 = this GM = (-1) - (-2) =
I have multiple sheets with text and numbers so formatting each cell by hand is nogo.

Then my suggestion is the right one for you. You may not know how to apply it?
Press CTRL-G
Click Special
Check Constants
Uncheck all except Numbers (See screenshot below)
Click Ok
Note: At this point all cells why numbers are selected
Press CTRL-1
Apply the suggested format (See screenshot below)

Unfortunately, Control Panel change will not provide the formatting which you are seeking. This doesn't provide you the option to create any other custom format. Whatever are there, they are fixed.
