File Format and Extension don't match when opening a .csv file in Office 2016

I recently installed Office 2016 on one of our computers. When we open a .csv file in Excel I get the error "file format and extension don't match" and if we open it any way we then have to manually go through several steps including telling it what the delimiter is before it will open. The files are on a network drive and we get the error even if we download the document before we open it.

 On our computers that have either Office 2007 or 2013 the .csv file opens with no warning and it is already separated into columns. I can take the exact same file that go the error on Office 2016 and open on any computer running Office 2007 or 2013 with no problem. So to me it would seem to be a setting in Office 2016.

    Is this confidential data, or can you share the file? I'd like to test if I get the problem also.

    It's confidential. I know it isn't the file. I only have this problem on the two computers that have Office 2016. The other 50 we have that are running 2006 or 2013 don't have this problem. I have also tried it with several different .csv files and all with the same outcome.

    It also works for 2016, try to see if it works for you, but it's the point and comma problem, but it should work.

    This would be the problem with the comma and the period.

    These are the steps we have to follow to get it to open in 2016. We don't have to follow these steps when opening in Office 2006 or 2013.
