12/31/1899 instead of Time EXCEL

I received data in excel from a client, who received it from someone else- within it is a column that should have the time, but instead has 12/31/1899. I can find online that this is a common problem- but I can't figure out how to switch it to the time. The date is in another column, so they are separate. Please help!

    As you probably know, in Excel date and time are stored internally as a number... whole part denotes number of days from 1 Jan 1900 and fractional part denotes the time... 1 equal to 24 hours so... one hour is stored as 1/24...

    Try to format you cell as numbers and see if there is a fractional part. Separate that into the next cell and format as time.

    Not sure how it is showing up as 12/31/1899.
