How to stop border lines indenting on bullet lists?

So I have a document that I want to have left/right border lines on.  However, when I do a bullet list, it moves the border line in as well.  How do I fix this automatic setting?

    The only way around this is to put the text in a table cell and apply borders to the cell. But if what you're shooting for is a double line down the left side of the page and a single line on the right (as in a pleading), you can accomplish this with page borders or with lines anchored to the header.

    so I changed it to page borders, but now the line numbering has 'inside' the page borders.  How do I get the line numbers to be outside the double line?

    In the Border and Shading Options for the page border, change the location of the page border from "Edge of page" to "Text" (which actually means the page margin).
