You could first try the following steps:
Make sure there is no account signed into Office apps. If there is account already signed in, sign out the existing account, quit Office apps, access Keychain Access application, remove Microsoft Office Identities Cache 2 | Microsoft Office Identities Settings 2 and any ADAL entries that are listed within the "Name" or "Kind" columns, restart your Mac, reopen one of the Office apps, check if you are able to activate it. Note: search for 'microsoft' and 'adal' within the keychain application and delete all returned results.
If it doesn't work, try creating a new Mac account, sign into Mac with the new account, check if you are able to activate Office suite.
