cannot install office 2019 pro error message needs ISS 7.0 and asp net v4.0

downloaded office 2019 from the VLCS as we are a chatiry but just want it on one PC an Acer running windows 10.  but get the error

"Setup is unable to proceed due to the following errors(s)

This product requires IIS 7.0 or higher, with ASP.NETv4.0 in the list of IIS Web Server Extensions.

Correct the issue(s) above and re-run setup"

I have sent his issue hundreds of times on the web but not a 'simple' solution, Microsoft can offer no help at all!

    Hi Susan,

    Sorry for the inconvenience caused.

    Press Windows key + R

    Type: optionalfeatures.exe

    Hit Enter

    Select the Internet Information Services (IIS) check box, click Next, then click Finish.

    Also

    Enable .net framework 4.7 advanced services --> asp.net 4.7"
