INSERT FOOTNOTE Keyboard Shortcut is broken

In Win10, Word 2013, the default keyboard shortcut Ctrl + Alt + F : Insert Footnote does not create a footnote. Instead, it changes the style of the cursor location paragraph to the Footnote Text style. I've been using this shortcut for as long as it has existed. It broke about two months ago.

The shortcut is not assigned to Footnote Text.

I admit without shame that I am one who sets up my environment so I do not have to take my fingers from the keyboard, very important for writers or any sort of concentration.

Any suggestions?

    In the Customize Keyboard dialog box, verify that Ctrl+Alt+F is assigned to InsertFootnoteNow.

    To display the dialog box, click File | Options | Customize Ribbon | Customize. Then click in the "Press new shortcut key" box and press Alt+Ctrl+F. Which command do you see at "Currently assigned to"?

    If you actually were inserting a footnote, the style at the insertion point would be Footnote Text. But you're saying that the insertion point doesn't move to the bottom of the page (or the footnote pane if you're in Draft view)?
