Excel not saving ANY files, claims it is trust center policies

Hi

I am unable to save ANY files in Excel in Office365.  Even new files created on the machine are not saving claiming a Trust Center violation.

I have gone into trust center, enabled every file type, removed all restrictions but still no files can be saved.  I have tried uninstalling and reinstalling and the trouble persists.

    Dear Marc,

    I am an independent advisor, and I am trying to help other users in Community with my experience in Microsoft products.

    Your error suggests that there are some types of files that are blocked by Trust Center. You can change the File Block settings to disable the restriction of certain file types:

    1. Click File > Options.

    If you cannot open a file in Office, open a blank document to start the Office application. For example, if you cannot open a Excel file, open a new document in Excel to see the option.

    1. In the Options window, click Trust Center > Trust Center Settings.
    2. In the Trust Center window, click File Block Settings, and then clear the "Open" or "Save" check box for the file type that you want to open or save.
    3. Click OK two times.
    4. Try to open or save the file that was blocked again.

    Please share the results.

    As I show in the screenshot- every type of file has been enabled.  NOTHING should be blocked. 

     I can open a blank file, I just cannot save them.  So even the latest Excel file versions are being blocked

    So I did a Windows reinstall and that seems to have fixed the problem!  Thanks for the time and help

    Nope, even with all Addins disabled the problem continues.

    Dear Marc,

    1. Have you tried to open Excel in safe mode and save the file https://support.office.com/en-us/article/open-o... ?
    2. Does this happen only with Excel or with other Office apps, like Word ?
    3. Does it happen with admin account on your PC ? If you haven't tried, then please do.
    4. When this started to happen ? Maybe you noticed after what exactly ?
    5. Did you have previously another Office version on PC installed ? If yes please state which and please tell how you removed it ?
    6. What is your current version of Windows ?
