XLTM saved in Excel/XLSTART

XLSTART is a trusted location, it is my start up folder, and I have tried repairing my office 365 installation as was suggested here:

https://support.office.com/en-us/article/Customize-how-Excel-starts-6509b9af-2cc8-4fb6-9ef5-cf5f1d292c19

However, my XLTM file still does not load on start up.  Will you please tell me how to get it to load?

The whole secret is to read the article you mention EXACTLY:
To automatically open a specific workbook when you start Excel, you can place that workbook in the XLStart folder, or you can use an alternate startup folder in addition to the XLStart folder.
It says "workbook" not "template":
To use a worksheet template, create a workbook that contains one worksheet. On the worksheet, include the formatting, styles, text, and other information that you want to appear on all new worksheets that will be based on the worksheet template.
Andreas.

Correct, I have tried that process (Book.xltm in the templates folder) as well as saving book.xltm in XLSTART.  Neither worked.
