Alex - since Sara has not replied back, I have noticed that five other individuals have the same issue. Specifically, when trying to create any OneNote notebook from a template directly to a SharePoint library results in, "We're sorry, something went wrong during sync. We'll try again later. (Error code: 0xE40200C4)."

For eight years we have been able to create notebooks from templates on our desktop and selecting the SharePoint library without issue. However, something broke between how OneNote creates notebooks and either the SharePoint or OneDrive sync services. Now, we only create "blank" notebooks using OneNote 2016 app; however on SharePoint, the file folder is created along with the placeholders for the tabs.

I have opened a ticket with Microsoft's Office 365 and worked with support who suggested my only recourse is that I go to OneNote's User Voice and suggest they add the function to create notebooks in SharePoint from a template. Odd, because as I said, we have been able to do this for 8 years.

So, Alex, do you have any other suggestions or how we can escalate this to the correct team to correct - or at least find out why we can no longer create notebooks in SharePoint.

    Thanks, Qing for confirming that a change has occurred in the way OneNote 2016 handles creating a new notebook from a template.  - in that after 8 years we can no longer create them directly in SharePoint. I have searched Microsoft documentation and cannot find anything that discusses this change.

    I won't be posting to UserVoice. They are not going to add in functionality in OneNote 2016 when it is clear that it is not the preferred app going forward (and since this isn't a new idea, it's restoring a functionality that has been stripped from OneNote). I suspect that it is an evolution (or more accurately a deprecation) of the Microsoft OneNote Single File Package (.onepkg) which isn't even supported in the Windows 10 OneNote Desktop app. 

    So, if someone comes to this thread to find a fix, there isn't one (except the workaround to create the notebook in OneNote 2016 and then "move" it to SharePoint by changing the Properties and changing the Path where is it syncing to).

    The ability to use templates is needed in Windows 10 OneNote, as currently the functionality doesn't exist. Here is a UserVoice feedback from May 17, 2018: Add functions from OneNote 2016 to OneNote app for Windows 10

    Thanks for your detailed information.

    I have refer to the steps and meet the situation with you.

    As onepkg file can't opened on OneNote online, it only can be opened when it was stored on computer locally.

    When we create a new notebook via onepkg file to SharePoint library, it isn't the format of notebook, it will unpack as a folder as below, so the notebook can't be synced:

    As a workaround, as you said, you can open the onepkg file and create a new notebook on your computer, then change Properties of the notebook.

    According to your description, my understanding is that you can create a blank notebook to SharePoint library via the following steps:

    1. Open OneNote 2016.
    2. Click File>select New.
    3. Select SharePoint site>then navigate to the library.
    4. Type the notebook name to create.

    Besides, I want to collect the following information for further analysis:

    1. The version of OneNote. (As you are using OneNote 2016, you can refer to the following steps: click File>select Account)
    2. Check if all libraries meet the issue.
    3. The screenshot of error message.
    4. Can you create a notebook via SharePoint online? (Access to the library on web>select New>click Notebook)

    Yes, I can create a blank notebook to SharePoint library following your steps.

    Here are the steps we use to create a new notebook from a Template: 

    1. Click the template file to open.
    2. Retitle the template Name.
    3. Select the Path in SharePoint to create the notebook.
    4. Click the Create button.

    Again, I want you to know that the error occurs with multiple different templates we use and again it doesn't matter which library.

    Here is the other information you requested for further analysis:

    1. OneNote Version 1906 (Build 11727.20244 Click-to-Run) Monthly Channel (Targeted). Plus the problem affects four individuals in my organization tasked with creating new notebooks from templates. Doesn't matter the type of computer and they are not on the Monthly Targeted Channel.
    2. I have recreated the issue on multiple libraries in two different tenants (Business Premium and an E5 Plans). 
    3. Here are sync errors for two notebooks syncing to two different libraries in two different tenants. The first error message was received when I closed the notebook and tried opening from SharePoint. The other is the error I receive when I try to create the new notebook from a template. Note: Same Error code.
    4. Yes, I can create a new notebook from SharePoint Online, create multiple tabs/pages, and have it successfully Open in OneNote.

    Here are two other scenarios that I have tested:

    1. I can create a new notebook from a template (.onepkg) on my desktop. When I select Properties, I can Change Location and select the library in SharePoint and it will successfully sync the notebook. 
    2. If I attempt to create a new OneNote from a template in OneDrive, I receive the same error as I do SharePoint.

    So you can see Qing. That this is a general failure of something that has changed/broken in the past week or so. Using OneNote 2016 to directly provision the files necessary to create a new notebook in SharePoint or OneDrive fails when opening a Microsoft OneNote Single File Package (.onepkg) on the desktop.
