Thanks for your reply but it's not what i mean.

I don't have problems with Office Translator but with the app MS Translator - 5.5.14.0. I use it offline as a standalone app, good to copy and paste the text.

To download and install the language pack always successful without difficulties but later when I use the Translator offline there isn't a possibility to make a choice for a language, the installed packs disappeared from the installed list. The message "You are offline, you need to download language packs to use offline" will be visible. What's going wrong?

After a re-install still have the same difficulty like this:

Language packs Dutch and Indonesian downloaded and installed again.

Switch between online and offline no difficulties.

But after shut down and power on the offline languages were still available but when i switched between online and offline the installed packs Dutch and Indonesian disappeared again.

    Now the good news.

I checked the installed apps and saw the translator for edge was still installed as well.

Next i un-install both apps, the translator and the translator for edge.

After re-install only the Translator 5.5.14.0 and the packs Dutch and Indonesian no difficulties anymore, it works as desired.

For me it's clear. Translator for edge, which only function online was active as well and disturbed the Translator 5.5.14.0 when switch between offline and online. Translator for edge don't have the offline possibility so all offline languages disappear.

Maybe a good advice for other users with the same issue to un-install the Translator for edge if it was installed and used before.

It's hard for me to place screenshots in this reply, possible to send you mail with events and screenshots.

    Here a summary, hopefully usable.

    Summary:

Install the language packs without difficulties.

When go offline languages English, Dutch and Indonesian still available, that is OK.

When going online again all languages available, that is OK.

When closed the app offline it will later return with the installed language packs, that is OK.

When closed the app online it will later return with all languages, that is OK.

When closed the app and shut down while online and then after power on and start the app while stay offline it will not return with the installed languages packs. Alas only the English pack will be available as usual. That is the problem!

It’s possible to hold the installed language packs but only when go offline before close the Translator app. This isn’t workable.

    More info:

I got the advice from another user to verify the installed languages within the …menu for Offline Languages. If that is necessary where can i find that?

Installed: Windows 10 up to date, Translator app 5.5.14.0
