No option for Send Later or Delay Delivery in Outlook Web Application (OWA) on Exchange 2019 on-premise

I don't see the "send later" option in our Outlook Web Application (OWA) and I haven't found a way to enable it. Currently, we have an on-premise Exchange 2019. How is the option enabled?

    This functionality is only available in Exchange Online, afaik.
