According to the error message you provided, it seems that this problem is caused by the fact that the notebook name does not match the rules.
I have tested it with my OneNote for Windows 10, as steps shown below:
I went to OneNote > click Add notebook > typed the notebook name as “Text”, then the notebook has been created successfully, as shown below:
So I suggest you create a new notebook named as Text to check if the same problem will occur.
At the same time, you can refer to this article: Invalid file names and file types in OneDrive, OneDrive for Business, and SharePoint to check if the notebook contains invalid characters. Please also check if there is a notebook with the same name as this notebook.
If the problem persists, I want to confirm the information below with you:
- May I know if you are using OneNote for Windows 10 or OneNote 2016? Could you provide the version of your OneNote? If you are using OneNote for Windows 10, you can go to OneNote > Settings > About and provide the screenshot of it. If you are using OneNote 2016, you can go to OneNote File > Account > Product Information and provide the screenshot of it.
- You can go to OneNote Online to create a new notebook to check if the same problem will occur.
- Could you provide the screenshot of error message?
