Excel Conditional Formatting Bug when formatting entire rows?

Something weird is happening in Excel with conditional formatting.

I'd like to format a range of cells row-by-row based on the value in one column.  In this example, I want all rows with a value of '0' in column C to be highlighted in green.

I use this conditional formula on range A2:C8

=$C2=0

After clicking OK, the formula changes to something like this:

=$C1048572=0

And the cells are formatted accordingly:

I then have to edit the conditional formula to fix it and it works the second time.

Am I doing something wrong or is this a bug?

    Make sure that the active cell within the selection is in row 2 when you specify the conditional formatting rule.
