"Restart at 1" function NOT working

I have a very large document with many numbered lists. I have been copying and pasting these lists frequently and when I do so I have to select the "Restart at 1" function., This was working fine for awhile but now it is not working, I can select the function but the numbered list doesn't update. The "Set Numbering Value" function has also stopped working. See image below.  I attempt to select list item 9. and "Restart at 1" but the list doesn't update and the numbering remains unchanged. 

Is there any solution for this issue or work around?

Your description suggests that the list formatting is broken. Sometimes, copying formatting (Ctrl+Shift+C) from a known "good" list and pasting formatting (Ctrl+Shift+V) can improve the situation.

However, the easiest way to fix this is to start fresh: Set up a multilevel list so that you can have higher levels restart lower ones. Associate each level of the list with a unique paragraph style and apply the paragraph styles to apply numbering.

    I am using scenario 1 for pasting. 

    When I copy to a new document, the "Restart at 1" and "Set Numbering Value" functions work as expected. 

    Here is the "Set Numbering Value" pop-up after I attempt to "Restart at 1".

    I have also noticed that when I select a Number List item, it only highlights some of the items. See image below. 

    Not sure if this is an issue or if this can help identify the issue.

    Hi Mitch Cleveland,

    Sorry to hear that. I've tested on my side, but unfortunately, I cannot encounter this issue. To make things clear, may I know how you usually paste the copied lists?

    Scenario 1. Press Ctrl + V (Same as the effect of right-clicking on the desired place and select New List).

    Scenario 2. Right-click on the desired place and select Continue List, then right-click on the head of the first list and select Restart at 1.

    To check whether this issue is related to the Word client or the specific document, I would like to suggest you have a test on a newly created document.

    Besides, would you mind sharing a screenshot of the Set Numbering Value panel after you set the value to 1 (even the lists keep showing from 9)?
